Volunteers Needed-Point In Time Street Count

Tina Hafemann of Oshkosh ESTHER and member of the Winnebagoland Housing Coalition asked that I share this with the greater coalition membership.


Volunteers are needed!
The State of Wisconsin collects information regarding homeless individuals using an exercise called a "point in time" survey. These surveys, sent to agencies with probable contact with the homeless, provide valuable data for communities on how to address this issue.
On Wednesday, July 28th, Oshkosh will participate in an expanded "point in time" project called a street survey. For this survey, trained volunteers work in teams during a late night shift working to identify the number of homeless individuals in the community.
ADVOCAP will direct this street survey, training volunteers and managing the data.
Volunteers are needed:

What: State of Wisconsin point in time street survey
When: Training session – week of July 12 TBA
Wednesday, July 28th, midnight to 3:00 am
Where: Assigned locations around Oshkosh
Who: Teams of two or three volunteers including a leader from an agency such as
ADVOCAP.

Volunteers must be 18 or older and participate in a training session.

Archived Foreclosure Webinar

Foreclosure continues to be a hot topic of conversation both locally and across the state of Wisconsin. UW Extension's "Access to Affordable Housing team" recently sponsored a 60 minute webinar to explore the topic. Speakers include Professor Andy Lewis of UW Extension, Attorney Dan O’Callaghan of Michael Best and Friedrich LLP, and Ariel Kaufman of the Dane County Foreclosure Prevention Task Force (daneforeclosurehelp.org) . Dr. Lewis shares information on the foreclosures trends in Wisconsin. Attorney O'Callaghan provides information on the legal issues surrounding foreclosures, and Ms. Kaufman shares information on the efforts in the Madison area to help stem foreclosure through the work of the Dane County Foreclosure Prevention Taskforce.

Worst Case Housing Needs Report 2007

Bob Poeschl shared a report from the U.S. Department of Housing and Urban Development titled "Worst Case Housing Needs 2007." This report was issued to congress and appears to have a wealth of information.

Excerpt:
"The report draws on data from the American Housing Survey (AHS), which is funded by HUD and conducted by the Census Bureau. The AHS has been conducted every 2 years since 1973 and is a key source of national data on housing markets, conditions, and dynamics. It is important to note that the report is based on data from 2007, before the full repercussions of the U.S. mortgage market crisis were felt across the broader economy. This report shows that the number of worst case needs households remained effectively flat, with levels still 18 percent higher than in 2000. Worst case needs remains an equal opportunity problem, with significant incidence across races, family types, geographic regions, and boundaries of cities, suburbs and rural areas.

In addition, the report highlights the critical role that unit availability, and not just market supply alone, plays in determining burdens. For the very lowest income groups, there is an insufficient and shrinking supply of affordable rental housing. Moreover, even though there are sufficient affordable units on a national basis for very low-income renters, many of the lower rent units are occupied by renters with higher incomes. This leaves many of the very low-income renters unable to find affordable housing and forced to take on greater burdens in higher rent units.

Further, the report studies the urban geography of the incidence of worst case needs among families. We discovered two distinct patterns. In cities, most worst case needs families lived in higher poverty neighborhoods. By contrast, most worst case needs families living in suburbs and non-metro areas were located in low poverty neighborhoods."

Finally, the report demonstrates that HUD programs providing rental assistance and spurring the production of affordable housing play a critical role in creating stable housing for low-income renters. However, the evidence is clear: the scope of the problem demands that we do more to ensure that all Americans are suitably housed.

Wisconsin Foreclosure Data

Questions often arise as to the extent of the foreclosure crisis, and in particular how Winnebago County is effected. Professor Andy Lewis, Community Development Specialist for UW Extension has gathered extensive data on this topic. You can access the data by visiting the Center for Community & Economic Development's Community Indicators page. The information is detailed in a Microsoft Excel worksheet, and is available for free download.

Case Managers Network Meeting 6/23/2010

The Case Manager's Network has its first meeting scheduled for June 23, 2010-9AM at the ADVOCAP office. Amy Lang reported at the June 2nd, 2010 Winnebagoland Housing Coalition meeting that 8 agencies have agreed to participate in this network. Some members have questioned whether there will be a July Winnebagoland Housing Coalition meeting, as apparently in past years there had been a mid-summer break. This post is to confirm that there will indeed be a July Winnebagoland Housing Coalition meeting. Please mark your calendar for July 7, 2010 at 9:00AM at the Hooper Community Center.

Point in Time Survey Coming Soon! JULY 28, 2010

Adam Smith of the State of Wisconsin Department of Commerce's Bureau of Supportive Housing attended the Winnebagoland Housing Coalition meeting today, June 2, 2010. Adam shared a wealth of information about upcoming challenges and opportunities related to funding administered by his department. During his presentation he reminded the group that the next Point-in-Time Survey will be conducted on July 28, 2010.
