The agency, which serves the elderly and the poor, is a godsend for those who need help navigating civil court cases. The Milwaukee-based agency operates branch offices, including one in Oshkosh, to provide civil, not criminal, protections using state and federal monies and private donations.
In jeopardy is about 20 percent of the group's funding, however, as proposed by Gov. Scott Walker"
